Your Excellency is of opinion that there are certain

duties which the Registrar has to perform which lie outside his

duties as Registrar. I am of the same opinion.

(c).

I am of opinion that in all matters which fall within

his duties as Registrar he is subordinate to the Chief Justice

while still having the status of Head of Department: that he

should act independently of the Chief Justice in the same way

as a Chief of the Staff, of his General, or much in the same

way as the Colonial Secretary of the Governor: but that the

ultimate control rests with the Chief Justice; and that this is

inevitable owing to the nature of the duties the Registrar has

to perform as such. Your Excellency agrees, as I understand,
